View Token Substitution does not work

Duplication by mistake - there doesn't appear to be a way to delete

You just close it as duplicate (under Status) and at the same time leave a comment telling what issue it is a duplicate of.

The view tokens do not get displayed unless you are User 1, despite permissions being correct for users. THis problem was raised 2 years or more ago and nobody has ever resolved or seemingly accepted the issue. Closing this simply makes the issue look like a new matter.
