WYSIWYG Styles

Problem/Motivation

Define a better process around defining wysiwig styles. Currently we are importing files into both global and wysiwig scss files. The latter is loaded on edit pages via the ckeditor5-stylesheets key in kinetic.info.yml

This works, but 2 files must be updated. See if we can find a way to update in one place and have the edit pages and front end match without loading duplicate styles
