Allow sorting and filtering of site alerts by leveraging a view

Problem/Motivation

The default listing of site alerts is not sortable even though the column tables are clickable.

Steps to reproduce

Create multiple alerts and try to sort them by clicking on the table columns.

Proposed resolution

Create a view to show site alert data. Incorporate filtering and sorting.

Remaining tasks

Create patch.
Review patch.

See images above. Notably, the start and end dates for scheduling are combined in a single field.
