Quick block buttons are broken in layout builder

Problem/Motivation

There is a problem with the quick block buttons in the layout builder. Please see:

Steps to reproduce

  1. Log in as an administrator
  2. Create a content type. Example: Page
  3. Edit the layout
  4. Click on the button "Add block"
