Allow hospital price transparency to ignore hidden files in zip

Here's a patch with a fix. I tested it manually. I'll add tests as well, but the tests will require new zip files be added and that will prevent the patch from applying up here. So here's a fix-only patch that will apply and prove the existing tests all still pass.

I don't understand the test fail on the test runner here. Locally the tests are fine.
