Check field storage config to set proper default value.

Error because of default value

Proposed resolution: the default value is always uppercase. There was already a patch https://www.drupal.org/files/issues/2022-07-13/non_translatable_issue-32... → to resolve this issue by checking the field storage setting and set upper or lower case conditionally, also if default value is empty then no "#" should go do DB enhancement. But that patch is based on 2.x version , so I need to update it from 3.x
