Problem/Motivation

Running an Upgrade Status check on Vitals for Drupal 10 compatibility, 1 problem is reported: In
sites/default/modules/contrib/vitals/src/Plugin/VitalsCheck/Updates.php - on line 33 - "File update.compare.update could not be loaded from Drupal\Core\Extension\ModuleHandlerInterface::loadInclude because inc module is not found."

Steps to reproduce

Install Vitals (2.3.0) and Upgrade Status modules

Proposed resolution

Re-order the parameters given on line 33 for \Drupal::moduleHandler()->loadInclude()
