Missing config schema

The plugin twilio introduces some configuration while it does not document them in the respective config schema sections.

Set up an sms framework gateway that utilizes twilio as the backend. And then run "Config Inspector" ( https://www.drupal.org/project/config_inspector → ) report to see the config error.

Properly document config items the twilio plugin utilizes so it finely fits into the overall config schema.

Merge request with the missing config schema has been filed. Now Config Inspector report shows no errors. :)
