Allow multiple flexmail handlers per webform

Problem/Motivation

Now only one flexmail handler is allowed per form. This is ok for simple forms, but in some cases, multiple handlers could be necessary per form, using conditions to make sure not all of them are triggered

Proposed resolution

Change the allowed cardinality of the webform handler to unlimited
