Module dependency and premissions issue

Problem/Motivation

I installed this module. I think it would be fantastic for my project. However, it only seems to work with "Contextual Menus" module active and the permission of "Bypass Access Control".

Steps to reproduce

Enabled module.

Here is my node page before module. You can see the tabs:

Here is page right after I enabled the module:

Here it is after I enable Contextual Menus (there are no choices):

Here it is after I give this user permission to Bypass Access Control.

Proposed resolution

I think it needs to find the real permissions, like Local Tasks does. And a required module of Contextual Menu should be added to the info.yml file.

Couple things:

I have very intricate permissions on this site. Privacy is a top feature.

I also don't want users to have access to Contextual Menus, if possible.

I am closing the ticket. As soon as I turned off BigPipe, everything worked fine, as long as I gave the "Use Contextual Menu" permission. I have NO IDEA why BigPipe would conflict.
