Add a link to the settings translations in the UI.

Problem/Motivation

The settings of EUCC and EUCC-RS are combined in the admin interface atm.
While it is possible to edit translations for the EUCC settings and categories, it is not possible to directly link to the translations of EUCC-RS.
You have to manually type admin/config/system/eu-cookie-compliance/rocketship/translate or go via the config translation interface, which might be confusing for (web)administrators.

My proposal is to create a separate menu structure for EUCC-RS.
Or to add a task link to the EUCC-RS config translations in the same admin page of EUCC.

I already added a manual task link as a patch, but is needs some work as it is rendered twice when you navigate to the language overview page: admin/config/system/eu-cookie-compliance/rocketship/translate
