Why the annotation form does not show up?

I applied the patch → for my Drupal 10, and installed the module. In a node page source, I noticed the recogito js/css were loaded. However, when I select some text by drog&drop, the annotation form does not show up. There is no error in the Chrome console or in the recenct messages of Drupal log.
