Get Sync directory differently

Problem/Motivation

ConfigOverrideMessageManager.php

in the last function, config_get_config_directory($override)
we need to swap $GLOBALS['config_get_config_directory'] with Settings::get('config_sync_directory')

Also remove the parameter from config_get_config_directory, it is unused.
