MIME type check does not work

Problem/Motivation

For example, when replacing a jpg file, if you upload a svg or other file with a forced jpg extension, no error will occur.

Steps to reproduce

1. Register a.jpg.
2. prepare b.svg.
3. Rename b.svg to b.jpg.
4. Upload with replace form.
