Error trying to run drush site:install

Problem/Motivation

Recently i tried to run a drush si with version 2.0.0-alpha2 installed, but it got some errors with the modules install order and the serialization. The hal module should be specified in the depencencies.

The last patch had a part of another patch. Removed that part

Closing this issue since version 2 started supporting YAML files, and on version 3 will support only YAML files, so we don't need this patch anymore
