Site Title does not update

Problem/Motivation

When saving a new report, changes to the site title do not save.

Steps to reproduce

Enable site module.
Click "Save Report" on "About this site" page.
Visit "Config > Basic Site information" & change the site title.
Click "Save Report" again.
Click "History" tab. Title stays the same.

Proposed resolution

Debug and fix.

There are now basic behat tests. Let's add a test to confirm this works.
