If admin theme is set to use the default theme, then the whole site errors out.

Problem/Motivation

After enabling the module, the site errors out with a generic error and in dblog it says:

Drupal\Core\Extension\Exception\UnknownExtensionException: The theme does not exist.
in Drupal\Core\Extension\ExtensionList->get() (line 265 of
/opt/drupal/web/core/lib/Drupal/Core/Extension/ExtensionList.php).

Steps to reproduce

Go to Appearance, scroll to the bottom, select 'Default theme' for Administration theme and save.
Then, enable the w3css_paragraphs module and the error starts occurring.
