Add option to disable validation of the secret key

Problem/Motivation

Sometimes we need to save client ID and secrete key in some file and use settings file to override configs of the payment gateway. With current implementation we can't save fake keys as there is validation for the secret key and client ID.

Steps to reproduce

Try to save the payment gateway settings form with fake client ID or secret key. You should receive error.

Proposed resolution

Add checkbox to disable the validation and be able to save the settings.
