Currently in themekit we just throw blocks into the header or footer region. Now that we are going to be more in line with a design system we should be able to split the header/footer into pieces that correspond with organisms, atoms, molecules, and layout. This will provide cleaner more organized markup, scss and js. We need a process around how to formulate this and potentially a base setup for it.
