Add custom menu and bookmarks

Problem/Motivation

We want to have several menus that are collapsed by default. Currently, we have the Bookmarks (called Shortcuts in any Drupal installation), but we want to give the option to have other custom menus behaving the same.
See Figma prototype as example.

Activities in this ticket

  • Create 3 menus: Bookmarks, Custom Menu 1 and Custom Menu 2
  • All collapsible
  • Child items for Bookmarks should use the existing children for Shortcuts: Add content and All content (skipping the "Edit shortcuts link for now).
  • Come up with example child items for the custom menus. The goal is to see how the menu itself collapse one next to another.
  • You can use the existing icons with the numbers inside a form for now. The discussion about the icons is not done yet, so to move forward this is enough for now.
  • Do not apply the background color when the menu is opened yet. This is a design discussion we're still having, and the shared prototype is not approved yet.
