Mirror gitlab repo from drupal org repo

Problem/Motivation

We want development to occur on the git.drupalcode repository. The drutopia/drutopia Packagist package points to the gitlab repo of drutopia. We want the gitlab repo automatically stay synced with the git.drupalcode repository.

Drupal.org only allows creation of Packagist packages from General Projects. Drutopia (profile) is a Distribution and we don't want to change it because we want it to be discoverable as a Distribution; therefore, a drupal Packagist package cannot be created from it. Therefore therefore we need to set the gitlab repo to mirror the drupalcode repo.

Proposed resolution

Set up mirroring of gitlab repo with git.drupalcode repo.
