how to reinstall or otherwise update imported config

I am trying to use config_devel to export config from a development installation and then install that module on a testing installation. One issue I ran into is that uninstalling my module does not remove the config that it installed. So I am unable to install it again, as I get conflict errors, "Config xyz already exists". Is there a recommended approach for this? Or maybe another tool that's more appropriate to this scenario?
