After payment, redirect to the page "You are not authorized to access this page."

After making a payment outside the site, I was redirected back to the site to the page "You are not authorized to access this page."
There are two errors on the Recent log messages page:

1. Path: /uk/checkout/59/payment/return. Symfony\Component\HttpKernel\Exception\AccessDeniedHttpException: in Drupal\Core\Routing\AccessAwareRouter->checkAccess() (line 121 of /var/www/insurance/web/core/lib/Drupal/Core/Routing/AccessAwareRouter.php).
