Hi devil2005,
Admin menu is not intended for export, as all the menu items are defined usually in code and are replicated everywhere they are deployed, therefore such a menu is not supposed to exported either way.
The menu_migration module only imports and exports MenuLinkContent items, as stated in the description. Please try this with a menu that contains such type of items, and get back to me if it's still not working.

Yeah that' right it works on a manually created menu. In fact i wanted to export admin menu because i have one site with a broken admin menu, it will be cool if your module can save this menu...
But it's ok i will try another method

I see. I don't think that there are any plans of adding other types of menu items in the future, like the admin menu. This module focuses on an easy way to import export manually created menu items especially during development.
There is another module more complex for different scenarios: https://www.drupal.org/project/menu_export → . Maybe you can try, unless you've already tried it, and does not help. Though, it's quite strange that a menu like admin is not working properly as the items are defined all over in code, and should not require export.
