Limits bypassed when switching layouts

Problem/Motivation

When switching layouts, components can be re-assigned to new regions. Limitations configured in this module do not work when switching layouts.

Remaining tasks

None, maybe document in here in the UI. IMHO this should be fixed in the base module, because this is a loophole in the public API of the base module.
