calculate rates in backend form

Problem/Motivation

I have two types of orders: online orders and shop orders. The problem I'm facing is that when I create a shop order and add the shipping address, the shipping rates don't appear. Instead, I receive the message: "There are no shipping rates available for this address."

Steps to reproduce

1. Add the shipping field to the manage form display as an online entity form complex.
2. In the backend view, fill in the address data. However, upon completion, the message "There are no shipping rates available for this address" doesn't update. If i try to continue anyway i have the error "A valid shipping method must be selected to make payment."
