Not possible to uninstall the Custom Menu Link module because Menu UI requires it

Problem/Motivation

It's not possible to uninstall core's Custom Menu Link module because core's Menu UI module requires it (and core Menu UI is needed to have a user interface to add Config Menu Links).

Steps to reproduce

drush pmu menu_link_content

Proposed resolution

• change module page documentation to not suggest this
• and/or find/file core issue that Menu UI should not require Custom Menu Links (should still be able to define menus without that module)
• and/or add functionality to Config Menu Links to hide core's Custom Menu Links?
