Cannot confirm email after it has expired.

Problem/Motivation

I have an email address that had been confirmed. Apparently, this confirmed address expired, so another request for confirmation was sent. However, no matter how many times the user confirmed the request, a new request was sent.

Email confirmation 3 confirmed
But, requests still sent until the first cid was manually deleted.

As there is no documentation I can find, or that has been offered, I don't know what the process is to deal with this.
