Downgrade of product plan does not generate Recurring entry

When we downgrade a product plan (variation) in the orders listing page we do not see the Recurring-draft entry.

1. Purchase a product
2. In the orders listing page we see 2 entries, Default-completed and Recurring-draft
3. Now, downgrade to lower plan(variation), we see only 1 entry on the orders listing page. viz, Default-completed. The Recurring-draft entry is missing

Can we generate the Recurring-draft entry for downgrade also ?
