Contextual link not accessible when section has no padding top.

Problem/Motivation

In layout builder, contextual links are not accessible when section has no padding top.

Steps to reproduce

Add a new section.
Set the padding top of that section to none.
Add a block to that section.
Try to edit the block via the contextual link.
