Content parameters cannot be imported on other enviornments when referencing to other content entities not managed by Parameters

Problem/Motivation

Content parameters, when added into the system and managed by Parameters module, could reference to other content entities later on. Those referenced entities may not be managed via Parameters, and then may lead to the problem that the managed content cannot be imported anymore on other environments.

Steps to reproduce

Proposed resolution

When synchronizing content entities in Parameters configuration, exclude any entity reference to content entities that are not managed by Parameters.
