Should foundation-flex.css still be included in the theme?

css/foundation-flex.css is from Foundation 6.3.1, and isn't present in any release from 6.4.0 (which was released in 2017) onwards.

I assume it's in theme to support layouts, but should this be included by default? If it is going to be kept for legacy support then I think fixing the coding standards makes since a dead vendor file isn't a moving target.
