How to send email to all users of a specific role with custom field in user profile

Problem

Hallo, I searched a lot, but did not find an answer. I would like to ask for help from more experienced users
I want to basically send email upon creating new node type "news"
1. to user of specific role "member"
2. content type "news" has custom field "members_only" set to "yes"
3. custom field in user profile "I want to receive news [YES/NO]" is set to "yes"

Currently I'm not able to find how to even target specific role with rules, I have to admit, that do not fully understand how to write user conditions
