Severe performance degradation on bulk download

Problem/Motivation

We are releasing new languages on a site so we are bulk downloading languages.

We tried both 50 and 25 at a time.
Both cause severe and prolonged service degradation on the site.

We had to upgrade the server from .5 cpu to 4 cpus in order for the site to load reliably until we stopped downloading translation.

    Good morning, we've tracked down this issue.
    While lingotek was the trigger it was not the root cause.
    The root cause was a misconfiguration of search api where some of the indexes were set to immediate, once we reconfigured that the issue performance issue resolved.
