Core Page Title block doesn't respect visibility settings on affiliate

Perhaps it's because the block is generated by core; it's the only publicly-facing block that is.

This should be reproducible - LMK if I can help. Issue is solvable with CSS, so it's not critical, but it still shouldn't happen.
