Consider removing unused "Maximum GA API requests per day" setting

I think the "Minimum time to wait before fetching Google Analytics data (in minutes)" throttling setting would be enough. Implementing this setting would overcomplicate the queue processing code and I don't see the need for another throttling setting.

So, until the quotas change, I think it is a reasonable decision to remove this setting. It can be reintroduce later when needed of course.
