Fatal error when no baes URL is set and additional frontend_base_urls are provided

Problem/Motivation

When lupus_decoupled_ce_api.frontend_base_urls is not empty and no base_url is set, the following can happen:

Fatal error: Uncaught TypeError: array_merge(): Argument #1 must be of type array, bool given in /app/web/modules/contrib/lupus_decoupled/modules/lupus_decoupled_ce_api/src/LupusDecoupledCeApiServiceProvider.php:37
