Add ability to add menu items in the domain menus

Problem/Motivation

When an editor has permission to administer a menu because is one that is affiliated they can't add new items to it.

Steps to reproduce

Go to the admin page for a domain menu as a user that only has permission for that menu because it has the domain affiliation. The link to add a new item appears but leads to an access denied page.

    Need more info to reproduce.

    Make sure the user has Domain Access assignment. It is not the same as Domain administrator assignment.
    The Domain Access field has the help text "Select the affiliate domain(s) for this user".

    The code currently checks if the user has Domain Access (not Domain administrator) assignment, and one of the two Domain Menus permissions to edit menus.

    I just tested on a Drupal 9.5.9 and it worked as expected. I will try to provide more info about what is happening on on the Drupal 10.1.0-rc1 that I tried yesterday
