Convert G2 DFN filter to D10

First stab.

WIP on the Ago-Corasick matcher service.

Forgot composer.json update.

First mostly working filter. The "teaser" mode on tooltips is not really usable at this point, and tests are needed.

Rerolled using git diff --binary.

Appears to be complete.
