Make configuration properties and form elements consistent

Problem/Motivation

For historic reasons, configuration properties in some places are prefixed with rh_ characters. They're also prefixed in the final array that can be altered by custom modules.

To make it consistent, the prefixes should be removed. However, we'll have prefixed values in the values array to maintain existing hook implementations. There will be a deprecation notice and checklist item for the upgrade path.

Proposed resolution

Remove rh_ from existing configuration properties.
Keep prefixed values in the final values array until complete removal.
