The service module_blacklist.module_installer has a dependency on a non-existent service app.root.

When attempting to install Module Blacklist in a fresh drupal 10 site, it will fail with the following error:

  The service "module_blacklist.module_installer" has a dependency on a non-existent service "app.root".

Install fresh drupal 10, install Module blacklist 1.0-alpha 4. Attempt to install/enable module blacklist.

Patch to come.

I am also experiencing the same issue on Drupal 10 and the patch fixed it.
