Port to Backdrop

Thanks for this helpful module! I started to port "Rules Block/Unblock User" to Backdrop CMS. It's already working and I plan to make a first release after some more testing. Everyone interested, feel free to have a look at https://github.com/backdrop-contrib/rules_block_user.
