Create a new image toolkit that supports svg optimizations

Problem/Motivation

The current Toolkit plugin (Drupal\system\Plugin\ImageToolkit\GDToolkit) doesn't support svg optimizations

Proposed resolution

Create a new image Toolkit that (extends GDToolkit ?) and supports svg optimizations.
