Missing dependency on a non-existent service "hal.link_manager"

Problem/Motivation

Upgraded drupal core to 9.5.9, we got an error when doing site-install:
The service "default_content_extra.serializer.normalizer.entity.node" has a dependency on a non-existent service "hal.link_manager".

Steps to reproduce

1. upgrade drupal core to 9.5.9
2. site insall
