Support for Encrypt, TrustServerCertificate, and MultisubnetFailover connection options in createConnectionOptionsFromUrl and createUrlFromConnectionOptions

Problem/Motivation

While support for these options are not needed in createConnectionOptionsFromUrl and createUrlFromConnectionOptions for configuration and operation of a site, Drupal's PHPUnit setup does need to be able to parse database URLs so this support is needed to facilitate testing.
