Make dependency on shipping optional, move settings

Problem/Motivation

I forgot in 📌 Add swiss post address validation Fixed that we still have the shipping dependency and might end up enabling a lot of dependencies on a site if you just want address validation in webforms or so.

The name of the module is slightly unfortunate now, but I can live with that.

Proposed resolution

This removes the dependency, all code is already plugins, I moved the settings to the general Web Services configuration page and made the shipping settings conditional as well.
