Support Drush 12

Problem/Motivation

When using Drush 12 & enabling the acquia_cms_common module, it get's failed giving below error:

[notice] user.settings rewritten by acquia_cms_common
[notice] system.performance rewritten by acquia_cms_common
[notice] node.settings rewritten by acquia_cms_common

In LegacyServiceInstantiator.php line 220:
                                                                       
You have requested a non-existent parameter "config.import.commands".  

In ProcessBase.php line 155: 
Output is empty.

Steps to reproduce

Download the Drupal Recommended project.
Download Drush 12 & acquia_cms_common module.
Enable the acquia_cms_common module you'll see above error.

This is fixed in 1.9.3 → / 2.1.3 → / 3.1.3 → . Hence, closing this.
