Views exposed filters for billing period start/end should use date widgets

Problem/Motivation

It's a reasonable requirement to filter a view of recurring orders by their billing period start or end date, and expose that filter.

But this requires the filter date to be entered as a unix timestamp. That makes the exposed filter essentially unusable.

Proposed resolution

Allow billing period start/end dates to use the same filter widgets as a core date field.
