The current “recommended” release series is not actually used in the service that Drupal core uses: like https://updates.drupal.org/release-history/linkit/current & https://updates.drupal.org/release-history/token/current
A recommended release is a bit of a Drupalism I'm not aware of in any other software. Everywhere else, if there is a newer version available, that’s at least as stable (alpha/beta/rc/stable), that’s what you want to use. 6.0.0-rc1 and 6.1.0-rc1 have the same RC stability, so 6.1.0-rc1 wins.
As far as I’m aware, this is the first time someone has noticed we moved away from using the recommended flag.
The only place the recommended release series is used is on Drupal.org project pages. “✓ Recommended by the project’s maintainer.” is on https://www.drupal.org/project/linkit → . It does not get the green background, since that’s reserved for stable releases that are recommended by the project’s maintainer.
