Plugin Vocabulary doesn't check if child terms are published or not

For parent terms, already implemented by this issue ( https://www.drupal.org/project/sitemap/issues/3243508 🐛 Plugin Vocabulary doesn't check if terms are published or not Fixed ) with the config options, and it is working fine with parent terms but for child terms, unpublished terms showing in the list.

Patch to add a condition for checking published/unpublished on the Plugin Vocabulary
